Rinad Temirbekov

Executive Director of EFCA in Kazakhstan

Rinad Temirbekov first joined EFCA as a program assistant in 1999. Now Executive Director, he plays a leading role in the processes of shaping a sustainable, project-orientated foundation and implementing project management procedures at EFCA.

Rinad has extensive experience managing projects in the sphere of small and medium business. He actively participates in the development of business incubators, techno-parks, and micro-credit programs in Kazakhstan.

Galina Barsukova

Deputy Regional Director of Finance and Administration / Senior Accountant

Galina Barsukova has worked with the Eurasia Foundation of Central Asia since September 2006. Prior to joining EFCA, she worked as the head accountant in the representative office of an international company. Galina is a Certified Accounting Practitioner (CAP).

Vitaliy Tsoy

Regional Grants and Contracts Manager

Vitaliy Tsoy has been the Senior Grants and Contracts Manager at the Eurasia Foundation of Central Asia since August 2006. He is responsible for the preparation of all contracts and grants for EFCA projects, as well as financial monitoring, development of financial tools, and budget preparation.

Aigerim Abdullayeva

Grants and Contracts Manager

Aigerim Abdullayeva joined the Eurasia Foundation of Central Asia in December 2007. She is an accounting and finance specialist. She graduated from Economics College with a degree in finance and loans, and from the Symbat Fashion Business Academy with specializations in marketing and commerce. Aigerim is a Certified International Professional Accountant (CIPA) with a focus on law and rights through the Association of Accountants and Auditors, made possible through the financial support of the US Agency for International Development (USAID).

Aigul Tagatova

Project Manager

Aigul Tagatova has worked with the Eurasia Foundation of Central Asia since July 2008. She currently manages civil society and NGO development programs. Prior to joining EFCA, Ms. Tagatova served as the vice president of a research company.

Alma Sholpankulova

Project Manager

Alma Sholpankulova has worked with the Eurasia Foundation of Central Asia since August 2012. Prior to joining EFCA, she worked for Peace Corps USA in Kazakhstan as the Regional Program Manager for Education and Youth Initiatives. Over the course of 10 years, Alma coordinated the work of Peace Corps Volunteers in the southern regions of Kazakhstan, developed and conducted trainings, assisted with project planning and management, and participated in the development and implementation of the “Environmental Education” program for the Peace Corps in Kazakhstan.

Azhar Altynsaka

Project Manager

Azhar joined the Eurasia Foundation of Central Asia in 2014 as a project assistant. She is currently the project manager for projects in entrepreneurship development, women’s entrepreneurship development, traditional artisanship development, and pre-school education.

Akmaral Karlybayeva

Project Manager

Akmaral Karlybayeva joined EFCA in October 2014 as a project assistant for the Strengthening NGO Networking for Human Rights Advocacy Program and the Rural Civil Society Support Project, both funded by the European Union, and the Promotion of NGO Accountability to Beneficiaries in Kazakhstan Project, supported by the UN Democracy Fund. She was named a project specialist in January 2015 and currently coordinates the new EU-funded program, “Empowering South Kazakhstan NGOs to Promote Human Rights Reform." Prior to joining EFCA, Ms. Karlybayeva worked for the Bota Foundation.

Vladimir Kleshenko

Accountant

Vladimir Kleshenko joined the Eurasia Foundation of Central Asia in April 2011. He currently works as an accountant for the organization. He graduated from the University of International Business with a degree in economics, and has also completed professional development training with the Institute of Professional Accountants and Auditors in order to become a Certified Accounting Practitioner (CAP).
