Supporting people with special needs
The participants of the project "Access to public services for people with disabilities in the Shelek region" signed a Memorandum of Cooperation with the CSC of the Almaty region for unhindered provision of public services, with a fixed schedule, through a window specially opened for people with special needs.
The experts told about this at the press conference of the fund "Ereksh Tandau-Shelek" in Almaty. Thus, according to the director of the Center for the Study of Public Opinion Gulzhan Alimbekova, in February this year a sociological study was conducted to access public services for people with disabilities from remote settlements in the Shelek region.
- The study involved residents of 11 rural districts, 265 people, and 20 employees of state bodies were also interviewed. The results are as follows: 38 percent of the surveyed people with disabilities experience acute need, feeding on the cheapest products, they are no longer talking about buying clothes. The state provides them with support in the form of targeted social assistance, but to get it, people with disabilities must visit the CHS and collect a fair amount of documents. 86% of respondents visit the state bodies personally, and only 10.2% use the Internet, explained G. Alimbekova.
The coordinator of the project "Access to public services for people with disabilities in the Shelek region" Zahira Begalieva also commented on the results of the study.
- The lack of transport is a big problem. People from the surrounding auls hardly reach the CSCs in Shelek and Issyk. In addition, in addition to paper red tape, they face the lack of ramps in buildings, and visually impaired people with the inaccessibility of information placed in print on the stands. The best way out of this situation would be the creation of a mobile mobile point for the provision of public services, Z. Begalieva said.
Consultant-expert of the project Nurzhamal Prenova spoke about another major problem of accessibility and quality of education for children who are at home for health reasons.
- In fact, we are dealing with a complex of problems. First, the lack of motivation for teachers. A teacher who, with a workload and a small salary, must visit children with disabilities at home, does not receive "road" tickets and often simply does not have time. Secondly, there are no teachers with a special education, who have methods of teaching children and adolescents with special needs. There is also no independent monitoring of the quality of home education in the Shelek region, and there are no psychological support services for children and their parents, N. Prenova noted.
As a result of this project, many residents of Shelek region learned about the mobile group 1414 (call-center) and learned how to solve the necessary issues remotely. The experts also noted the willingness of the leadership and employees of state bodies to open dialogue and cooperation at all levels.
