Press release: A seminar was held for the chairmen of the KSK as part of the "Public Control of the Activities of the KSK" project
Petropavlovsk, Kazakhstan - on September 18, 2015, in Petropavlovsk, there was a seminar on improving the effectiveness of the work of the KSK through increased accountability and the involvement of owners in the process of the electronic management of their apartment buildings. The main type of apartment building management is the KSK, which, as a rule, includes several buildings. Owners do not know what work needs to be done daily, monthly, or yearly — and do not know how much such work costs. Moreover, because of the opacity of the KSK, owners do not know what their money is being spent on. The owners are rarely certain that the money they spent will actually be used for the maintenance and repair of their homes.
The project on increasing the effectiveness of the work of the KSK through increasing the accountability and involvement of owners in the process of electronic management of their buildings is aimed at improving the quality of apartment building management by increasing the accountability of the KSK to residents and involving them in the decision-making process through Internet voting. Over the course of the project, a city-wide portal of homeowners will be created, where the chairmen of the KSK will post reports on financial and economic activities, audits, and estimates. In addition to regular and complete information on the activities, homeowners will be able to influence KSK decisions through electronic voting.
The implementation of the project will raise awareness about apartment buildings issues, increase trust in building management, and raise the overall effectiveness of the decisions made. In addition, citizens will gain skills in monitoring and budget planning, which are necessary for the implementation of local government.
