GGIF’s grantee “ZUBR” foundation participated in the expanded panel of the Ministry of labour and social protection

On 21st of February Julia Natarova, the specialist of Social and Corporate Fund “ZUBR” (city of Ust-Kamenogorsk), presented midterm results of "Model of integrated special social services- replicating experience" project before the expanded panel of the Ministry of labour and social protection. This project   is realized in the framework of Eurasia Foundation of Central Asia under the financial support of USAID.  

Over 500 specialists participated in the work of the panel, including ministry staff headed by the minister Tamara Duysenova as well as members of parliament, presidents administration representatives, prime minister's executive office, “Nur Otan” party, budget monitoring committee, national economy, finances, healthcare, investments and development and other ministries. The panel also included representatives of local executive bodies on this particular sphere from cities Astana and Almaty and all 14 oblasts of Kazakhstan.

It was noted that "it has been 8 years since the law "On special social services" had passed", and issue of integration in the sphere of special social services is on the agenda today”.

According to the law, 11 categories of people and families in difficult circumstances have the right to special social services. Not only the social protection organizations but educational, healthcare, law enforcement (penal service and local police service) entities.

If today every sphere is acting according to its own rules, and the client has to visit various institutions to receive the service, tomorrow, thanks to the implementation of the integrated model of special social services, the procedures of these services would be considerably simplified. The number of steps taken by potential service receivers would be reduced from 15-18 to 1-3 depending of the complexity of the issue.

Access to guaranteed social services and benefits would be ensured by the principle of "one window".

The pilot project was launched a year and a half ago in the East Kazakhstan oblast. Today, the interest agency teams are working in Akmola, Pavlodar, North Kazakhstan oblasts and in the cities of Astana and Almaty.
