A seminar on Integrated Model of Special Social Services was held in Kyzylorda
The Social Corporate Foundation "ZUBR" within the USAID project “Good Governance Fund Initiative” hosted a presentation seminar "Integrated Model of Special Social Services: Experience and Prospects for Implementation" in Kyzylorda on April 19, 2017.
The goal of the seminar was to present a pilot version of the integrated model of special social services (SSS) and discuss the possibilities of its improvement taking into account the experience of the Kyzylorda oblast.

The goal of the seminar was to present a pilot version of the integrated model of special social services (SSS) and discuss the possibilities of its improvement taking into account the experience of the Kyzylorda oblast.
It was mentioned, that in Kazakhstan, according to the law, 11 categories of persons and families in difficult living circumstances have the right to receive SSS. Work with these categories is conducted not only by social protection institutions but also by education, healthcare, and law enforcement bodies (penal system, local police service).
Today every sphere operates according to its own "rules", and the consumer has to visit many institutions to obtain the services needed. Thanks to the introduction of an integrated model, access to the full range of guaranteed social services and benefits will be ensured through the “one window” principle. Integration brings together specialists from different fields around the situation of a particular person/family. This approach enables people who find themselves in difficult living circumstances to receive assistance and services in a short time without unnecessary bureaucratic barriers.
“Model of Special Social Services is needed. If it operates effectively, then employees from various departments - doctors, teachers, psychologists - will unite and work together/ I’m fully for this model”, - said teacher from “Autism Center” in Kyzylorda oblast Saule Muratbayeva.
By saying that she added that there might be problems while using such a model.
“I have doubts. To my mind there might be financial problems”, - shared her opinion S. Muratbayeva.
“ZUBR” is an experienced NGO, they have been working for a long time, and we know them personally. Our idea is that we need to work with partners; therefore we try to find right people and organizations. We even invite entrepreneurs and ask them if they have an interest to provide social services with our assistance”, - said deputy head of the Kyzyorda oblast Department of employment and social programs Altyngul Yeskarayeva.
During the seminar, drafts of normative documents developed in the framework of cooperation with the Ministry of Labor and Social Protection, the algorithm of modernization were presented. A discussion was organized on the key principles, benefits and risks of integrating the four spheres of SSS provision. Experienced specialists from different fields from Kyzylorda oblast were able to give their practical recommendations.
