USAID promotes the dialogue between the state and civil society

The USAID "Good Governance Initiative Fund" program supported the idea of the Public Fund "Charter for Human Rights" in Almaty on the implementation of the project "Dialogue between public authorities and civil society for the promotion of international obligations of Kazakhstan". The aim of the project is the presence and functioning of mechanisms and procedures for cooperation between NGOs and public authorities on the implementation of recommendations of the CSR DPHD and international Treaty bodies and organizations.

During the implementation of the project, three information products were prepared, which were presented at a meeting of the working group of the Advisory body under the Ministry of Foreign Affairs of Kazakhstan’s "Dialogue platform on the human dimension" (CSR DPHD):

- a brief review of the recommendations of the Advisory body to the Ministry of foreign Affairs of Kazakhstan "Dialogue platform on the human dimension" and international bodies and organizations, including in the framework of international human rights treaties ratified by Kazakhstan»;

- brief overview on the implementation of decisions of international human rights bodies: first experience of Kazakhstan and practice of other countries;

- table of recommendations of international bodies and organizations, as well as the Advisory body to the Ministry of foreign Affairs of Kazakhstan "Dialogue platform on the human dimension" in the field of human rights.

At the meeting of the working group CSR DPHD there was agreed a joint action plan for the promotion and implementation of the recommendations on the right to participate in managing State affairs in the framework of CSR DPHD. Within the action plan is also included managing international bodies and organizations in cooperation with government agencies and departments with the participation of 32 representatives of NGOs, deputies of Parliament RK, representatives of state bodies (Ministry of foreign Affairs of Kazakhstan, the General Prosecutor's office, Ministry of justice of RK, Ministry of culture and sports of Kazakhstan, the CEC, the Commission on human rights under the President of Kazakhstan) and national experts.

Turmagambetova Zhemis, Executive Director of "Charter for Human Rights" commented: "an important outcome of the project is the adoption of the decision of CSR under the Ministry of foreign Affairs of Kazakhstan on inclusion of recommendations in the work plan of the Council on legal policy under the President of Kazakhstan".

The main achievement of the project is the decision to include in the work plan of the Council on legal policy under the President of Kazakhstan developed by PF "Charter for Human Rights" and included recommendations and mechanisms for the implementation of the recommendations of the Convention bodies (UN Committee on human rights, UN Committee against torture, UN Committee on the rights of the child, etc.), as well as mechanisms and decisions of the Convention bodies on individual complaints of citizens of Kazakhstan.
