USAID helps aid the work of the KSK

The USAID "Good Governance Initiative Fund" program supported the project of the Petropavlovsk regional association of consumer cooperatives of apartment owners "Public control of the Corporative of Apartment Owners (KSK) activities" in the city of Petropavlovsk. The project was aimed at strengthening the efficiency of the KSK by creating an information portal to address the problems of tenants, apartment owners and management of transparent reporting on financial and economic activities to involve owners in the process of electronic management of their homes. To solve the problems in this area, an informal coalition of 30 KSK was formed, which expressed a desire to interact more openly with the residents of apartment buildings. An online city portal was created (www.ksk-portal.kz) by owners of housing, where the chairmen of 30 KSK place reports on financial and economic activities, acts of audits, estimates, etc.

Today www.ksk-portal.kz is an information environment of interaction of owners, chairmen and employees of the Petropavlovsk regional Association of KSK. Users can discuss various problems at home, the effectiveness of decisions regarding their buildings, the openness and transparency of the KSK for public control and budget planning, which are necessary for the implementation of local government, as well as the possibility of influence on decisions made by electronic voting.

There was also implemented a new technology of interaction with the owners of the boards of their KSK on :

• expanding the accountability of the authority's management and involve residents in the discussion of problems at home and efficiency of decision-making;
• openness and transparency of activities of KSK, for public inspection, and budget planning that are necessary for the implementation of local self-government;
• the ability to influence decisions using electronic voting. On average, 100-120 apartment owners visit the site every month.

A significant achievement of the project is the fact that the mayor's office of Astana became interested in the project and signed a contract with the website developer pf www.ksk-portal.kz "Integro" for the introduction of the main mechanisms of the portal of homeowners in a similar portal called "Smart Astana".
